Pre-game bets are bets placed on an outcome for an event prior to the event starting.
For sports with daily games, such as hockey, basketball and baseball, odds are usually available on a rolling day basis.
Sports with less frequent games, such as football and soccer, could have odds available the week before the next game. For some events the odds may be available weeks or months in advance. Bets on long-term outcomes, such as the winner of a championship, are considered a Futures bet since that outcome is dependent on the outcome of multiple events.
Pre-game odds tend to be more static, but can change leading up to an event as news breaks on injuries, player statuses, weather conditions, betting activity, etc.
